Lifting equipment, including passenger lifts, must be properly maintained and regularly examined to ensure it remains safe for use. The Lifting Operations and Lifting Equipment Regulations 1998 (LOLER) set out specific requirements that apply even when lifts are not used for work purposes.
LOLER requires that lifting equipment is thoroughly examined and tested regularly by a competent person. These statutory examinations are separate from and additional to routine maintenance. Routine maintenance keeps equipment running, but thorough examinations are statutory tests that assess whether equipment remains safe. Both are required, and one does not replace the other.
Responsibility for managing lifting equipment safety must be clearly assigned, including scheduling examinations, acting on findings, maintaining records, and ensuring defects are addressed before equipment is used. Thorough examinations for passenger lifts must take place at least every six months, while other lifting equipment must be examined at intervals appropriate to the equipment and conditions of use.
