The Management of Health and Safety at Work Regulations 1999 require organisations to appoint competent persons to assist with the measures needed to comply with health and safety law. These individuals must have sufficient training, experience, or knowledge to fulfil their role.

Competent persons must have sufficient training and experience, or knowledge and other qualities, to properly assist with health and safety responsibilities. This competence can be developed through investment in people over time. Organisations can appoint competent persons from within the business or engage external advisors. Internal appointments have the advantage of knowing the business, while external advisors may bring specialist expertise.

Competent persons must be allocated adequate time and resources to fulfil their roles. Without proper support, even the most knowledgeable person cannot deliver effective health and safety assistance.
